Dirt Road is not yet available in 47, as Ethos is still not tier 3, nor is there a tier 3 fortification nearby.

Reminder: You can gain instant aristocracy in 41 by building CH I there.

1) To build Flax Farm II you would need Flax Farm I first. 40 does not have such a farm.

2) 40 is coastal and can thus not build a flax farm at all.

You might instead try building wharves and harbours for money, as well as dirt roads (these are real money sources).
