Johan emptied his mug and stood up. He didn't say anything when he left towards the chambers.

With a soft thud Sir William DeSpencer closed the last of the windows in the council room and sealed it again. He scanned the room one last time. A small army of servants had literally as well as metaphorically swept through it, putting displaced chairs back where they belonged and cleaning stains of spilled wine. Some bowls with fruit, carafes of water and a number of goblets had been put on the sidetables so the participants of the council session might help themselves to it. He acknowledged everything with a final nod, then left to inform the chairman that everything was ready for today's session.

Soon after several footboys scurried off from the Silvermist quarters to inform the other orders.

Isabel arrived quickly. Once again she came to see who would arrive together, and who would not. She chose a seat at the table and looked over the map again.

Varys silently slipped into the room, making almost no noise and treading softly. His eyes glanced lazily over Isabel, and the rest of the room, before grabbing a goblet of wine. He went toward the map and began to study it closely.

Celdiur made a far quieter entry than he had done the day before. He opted to don a black and white quartered tunic, emblazoned with both the symbol of Astraea and Eventide. On his feet he wore a pair of fine dark brown leather boots and, as always, his holy symbol hanging loosely from the golden chain around his neck. He entered and walked over to Isabel. He placed his hand on the back of her chair and leaned in slightly before speaking.

"Forgive me my lady, but as I recall our conversation was rather rudely interupted yesterday by Sir Aranor. We shall talk more later"

With that he left her be and joined his comrade Varys at the map table.

"Hmm, this could be rather difficult to execute. Let us hope what we discussed in the tavern last night will be to our master's liking"

Saeros came from the hallway leading to the Silvermists chambers and took the same chair he had taken in the earlier gathering. He didn't say a single word.

Aldric comes in the chamber scratching his head from a good night's sleep. He grabs an apple and starts eating right away. He sits down in his chair looking bored.

Merzinas enters alone in a brown wool tunic, but by the chinking present it can be deduced that there is some chain mail under it. Carrying his paper and charcoal, he appears the bumbling squire, but the twinkling eyes pour over the map and his own notes, lips occasionally moving as he wonders upon the situation.

Merzinas peers up at the two Eventide knights on the opposite side of the map. The dark one that spilled his wine was still as unknown to him, but looking at the other that had argued with Aranor, Celdiur as he now knew him, Merzinas wondered on the motives of the man. Mustering his courage, Merzinas lent over the map to the knight in white quartered tunic and uttered in a whisper:

"Why did you leave?"

Iskar arrived at the council chamber a bit after his fellow-rangers, carrying some scrolls of parchment. Shortly greeting those present with a nod he occupied his place between Caranthir's high backed chair and the other rangers. After sorting his parchments into a small tidy pile, he rose again to get himself a goblet of water and a pear. Having returned to his place he glanced around the room, watching the others present. With an unbelieving frown he noticed that one of the Eventiders was already drinking wine at this hour of the day. The man had either a very strong stomach or was a drunkard - perhaps both.

Sir Azrael casually walked into the room ignoring everyone else. He took his previous seat and just sat there in total silence. He had a weary look on his face, he had probably been up for a long time.

The two legionaries, Marcus and Lucius, entered the room. Their approach had left the guards in silence - for respect or fear? he pondered - and went to sit down on their original seats from yesterday's gathering.

"I bid you all a good morning and fruitful discussions," he announced coldly. The words sounded shallow and mocking to their purpose but hung desperately, defiantly in the air. Lucius glanced askance at his Grandmaster without saying a word, but Marcus did not seem to notice. Perhaps that was for the best.

Johan came in in the same clothes as yesterday, but this time he didn't smoke. He was looking fresh because he had meditated before coming to meeting. He greeted everyone:

"Good morning everyone, did you sleep well?"

Johan looked around and he saw Marcus in the same place as yesterday. Johan himself sat down in the same place as yesterday, near Marcus.

Unconsciously or not, Saeros makes his thoughts loud:

"I am not surprised to see that so few have arrived. Discipline really isn't the strength of the others, it seems. The traits they fail to exhibit here are the same traits they will fail to exhibit in the battlefield. I will remember this well."

Walking in as Saeros said that...

"Forgive me everyone, I was finishing my morning prayers. I hope you all had a nice sleep."

He takes a seat.

Isabel noted the long-past-dawn position of the sun through a window as she selected an apple.

"Perhaps you would be kind enough to allow me to join you for evening prayers, Eminence." She said to Celdiur.

She took one of the very dull, and round-tipped knives from the table and began to slice her apple. She ate one small slice at a time as they all waited for the others.

Sir Lucius was next to enter the room. Clutching a sheaf of papers and writing equipment, he took a seat away from everyone else and began writing, obviously continuing from some earlier notes.

Celdiur looked up from studying the map and eyed the squire curiously.

"Im not entirely sure what you ask, squire. Care to enlighten me further?"

Strangely his tone was rather civil considering he was conversing with a Dawn retainer.

Sir Kamos walked in with a blank face showing no interest in those around him simply walking to his seat with the other Griffons. Upon sitting he eyed the room tiredly observing those present occasionally arching an eyebrow but saying nothing.

"W-why did you leave the -" Merzinas cut himself off as he saw Aranor enter, he mumbled something with a small nod towards Celdiur and scurried off, back to his own seat in the room.

Laisha walked into the room, much as she had the day before.

Walking over to Iskar, she said,
"The patrols are in place. Barring foreign invasion, there should be no interruptions."

She took her seat, her expression a bit dour.

Jareth woke up late after the last meeting, maybe the local wine was a little bit stronger than expected. He nodded to the guards standing at the door.
As he entered the room he looked around and greeted Marcus and Lucius from the distance, he saw some familiar faces all caught in some discussion.
As he stopped 2 meters before the table he said loud into the room.

"Hello everyone and good morning." The sound got even louder because of the echo reverberating through the room.

"I hope everyones awake and ready, I think it will be long day." A big smile appeared on his face as he made his way towards the table.

He planned to be the first one speaking so he leaned on the table with his document in hand waiting for one of the Silvermists to begin with the meeting.

A footboy entered the room, spying Iskar approached him and handed over a written message, then scurried off again. Iskar unfolded and read the piece of parchment before putting it aside.

Grandmaster Caranthir excuses himself for the time being, he announced, as important order business is preventing him from taking part in the current meeting. He has tasked me to lead today's discussion.

Nevertheless leaving the seat of the chairman empty he sat down on his original place again.

I suggest we start with the general proposals for the reorganisation of provinces and duchies in general. Since Centurion Meraxes is already prepared to present the Legion's suggestions, I think nobody will object if he makes a start. If you'd be so kind, centurion?

Jareth nodded and then began to unroll the map he was carrying with him.

"f you all come a bit closer please, I think I will have to explain the map a bit."Jareth put some weights on the edges of the map and straightened up.

Spoiler:

"I have differentiated the provinces by color and then different shades of the same color are the Duchies contained in that province. The Duchies of Ishkoman, Janos, Ethos and Cez make up the province of the Empire. The Duchies of Torbah, Nal Tar and Valonbray make the Province of the D'shar. The Duchies of Sarleon, Avendor and Javiksholm make the Province of the Sarleon. The Province of Ravenstern is made out of the Duchies of Windholm Ravenstern and Senderfall. We the Legion propose the create a new Province for the Silvermists, they singlehandedly drove the Jatu away and inhabitet the steppes. This Province will be made of the Duchies of Laria Rane and Poinsbruck. Furthermore we request that Marleon joins the Rank of Singal as a free City."

Silence followed his explanation, but he had something more to say.

"As well the Shadow Legion suggest Lord Kyros Dux of Cez as governor for the Province of the Empire. He is well known throughout all the Land and loyal servant to our King for he defends the Coasts of Pendor against the Snake Cult since many Years."

"The proposal seems just. I would like to point out, however, that the new province would not be the Silvermists', but rather of Duke Alamar of Laria."

"One reason for its creation is keeping the balance of all other provinces. With the new settlements that took place in the last two years, formerly unoccupied areas are now beginning to grow. Therefore, the usual division of the kingdom in five provinces does not suffice. If you, even in light of these fact, decide to maintain the old division, be aware that some provinces *will* end up being extremely powerful, thus threatening the stabilty of the kingdom."

Isabel smirked.

"Balance, Saeros? I see the entire eastern half of the Kingdom forming two provinces. And this not-a-Silvermist province holds more lands of old Ravenstern and current lands protected by the Dragons, yet you'd have a southerner serve as governor? I fail to see your reasons in display on that map."

With that, she turned back to her apple.
