He then went to his usual seat and motioned one of the scribes to come to him. He then quickly studied the main points of the discussion. He then said:

"What about the mountains near the steppe or in the D'shar region? They would resemble their lands."

"Based on what Sir Mastifus said, I propose the council make the follow recommendation:

That the King appoint an emissary to oversee the opening of diplomatic channels with the Mystmountain Tribes. The emissary should of course be one who is familiar with the tribes. This emissary should attempt to engage the tribes in trade and other beneficial activities. The emissary should also be empowered to offer settlement to those tribes willing to accept it. The locations offered should be the Fierdsvain, the Jatu steppe, Ravenstern, or other scattered villages in the Kingdom for those small tribes prefering to be isolated.

"There is also the matter of dealing with those who inevitably will choose their current lifestyle. And whether we should recommend any sort of investigation into why the raids have increased recently."

Isabel wrote the proposal down before passing it along to the nearest scribe, just in case her accent was too thick.

Sir Azrael disliked participating in the conversation much less than he originally thought. Perhaps it was due to the subject being somewhat close to him. He let his mind wander away for a second and wondered how Valfe and the others were doing...

We should recommend to attempt a peaceful solution of the matter as Lady Tenorio summed up the aforesaid, but meanwhile prepare ourselves to react appropriately should the negotiations fail or have too little effect. Since the Jatu are very close to being completely wiped out we will be able to fully detach the Clarion Call to the aid of the order of the Dragon.

He turned to the Dragon grandmaster.

Sir Mastifus, if it comes to it that the barbarians need to be actively fought, we would gladly support you with 150 heavy horse archers and as many halberdiers as you need.

He turns to the Griffons in the room

"And.. If the Griffons would allow us.. The Dawn would also be willing to contact some of the Vanskerry sellsword companies near Windholm."

"The Militias will bolster the mountain garrisons currently held by the Dragons. Keep order and such, help the Dragon knights. Should we actually invade the mountains, I suspect that it will be order knights leading the charge. Plus those Vanskerries."

Sir Kamos, still tired and watching the proceedings murmured something under breath about burying a hatchet in the Mystmountainers necks but grimaced somewhat before gazing back up and speaking.

Vanskerries and Mystmountainers killing each other sounds a good idea as any so long as we can keep them in line with our own troops. They'd be acclimated to the cold as well. Wouldn't mind leading some of the Griffons into the mountains myself if negotiations fail.

His expression was somewhat dark with a hint of disgust but he kept his words to business.

Iskar looked around. It seems, he said, that several orders support negotiations with the possibility of a military campaign should the former fail. In light of this I would like to hear your votes on this combined recommendation: First the aforementioned negotiations, including all peaceful measures suggested, and if those fail a military campaign to deal with the barbarians once and for all. The details of the latter could be discussed when it really comes to it. The Silvermist supports this notion.

"I would move that a military invasion would prove disastrous, those mountains are treacherous, cold and cruel. Hundreds will die on the slightest logistical error or whim of climate. Do we have anyone who could even guide a force through there? You would need more than one guide, and then you would have to trust them not to betray you, one for all the different territories. Even if by some miracle we defeat them in their hell hole, then what would we do with the survivors? Relocate the women and children after we wipe out there men folk, or butcher them too?

We all seem obsessed with an instant solution, but speed will be payed for in blood. If you want a peacefull solution be prepared that it will take more than one lifetime."

"It would be fair, in the event that the Order of the Dragon accepts the support of the Silvermist rangers, that the wardens of Cez be given some sort of compensation proportional to the detachment sent to the North. For much will need to be rebuilt and reinforced after the invasion of the Snake Cult, and relocated soldiers will mean slower repairs and protection for the people."

"I doubt the local nobility would be pleased with foreign troops marching through the land to do their duty for them, when they've not had the opportunity to protect their own people. Saeros Venator's suggestion of dealing with the Marches is a good one. Let the affected lords raise larger retinues while the emissary investigates the entire situation, and negotiates.

"Only after we have a complete pictures would the King be interested in hearing grand plans for an invasion."

A direct assault from the Kingdom of Pendor could enrage them - or even worse, their god - and drive them into raiding even deeper into our territory." He allowed himself a moment to recollect his thoughts, masking it as a well-placed pause.

"As Isabel pointed out, making hasty sketches of an invasion to a completely unknown territory is not the way to go in this council. I would ask everyone to concentrate on realizing the whole picture before focusing in the details."
