I'll play the king according to the decisions that have already been taken in the past, but I won't decide his reactions to new requests and circumstances, since my character is deeply involved in the Marleons affair. Therefore, I would suggest that a number of players take over the king's decisions for the audience using the king mechanics we have already used before.
Mordred would do the gut feeling (-2 to +2), each involved player has a vote (-1 to +1, based on a short discussion of the issue) and finally we roll a die (range is number of voters minus one to both sides) to make things less foreseeable. Negative results mean no, positive ones yes, the unlikely case of a 0 means the king will call for another hearing on the matter. The strength of the results also gives the strength of the king's reaction: With a -1 he is only going to shake his head, with a -7 he might accuse you of treason and similarly for the positive results.
As voters I would suggest non-grandmasters since the latter are too strongly involved in politics to decide such a matter that basically affects the entire kingdom.
