There is a slight problem with your orders and as I have just seen also the orders before that: Each province can only hold two basic structures: Two castles or a town and a castle. Therefore the stockades in 31 and 8 are not possible.

Change the build stockade action in hex 31 into build spice plantation II (6000 x 0.3 = 1800) [800 if you keep the 1000 already paid for the stockade in mind] [Yes Chance: 75%]
