It's not that far and they pretty much ran around in the adjacent district ( 8 ) looking for help, since the broomstick collective is still too scared to do anything.

In real life I doubt that there would be 500 people living in a district on fire, where none of them are doing anything to put it out. But then again, this is the Red Light district, the people there might be doing other activities....
