| To avoid further back and forth dialogue which while fun, is a pain for others to catch up on.
Not everyone is aware of the issues at Javiksholm or the rather delicate issue of Earl Redsword's behavior. The Griffons originally went to Javiksholm as well, 'cause, well, the Red Dawn was being naughty. However Redsword allowed representatives of the King to investigate his city and ultimately it was determined that legally, there was no issue. The Griffons withdrew and at this point in time, the Red Dawn and Redsword are de jure in Mordred's good graces.
To bring in more OOC knowledge, there is a good chance that won't be the case once the city is taken. Victor's Justice comes to mind, but it is known that the Red Dawn has excuted a lot of people for various crimes. Once the city is taken, things could be discovered.
I get the feeling this is what Iskar was hinting at, but I don't think everyone knows that aspect of the situation OOCly, much less IC. To rephrase this quickly: The Red Dawn has currently broken no laws, nor has Redsword. There was a small investigation early on to determine that. | |

| I know there are several different types of Steppe, those of Russia, Mongolia, and I would argue the Great Plains of the USA. The Jatu steppe are most like the Russian steppe, with flat grassland but not much else. It is suited to raising horses and other cattle, but is not good enough to reliable sustain agriculture, nor does it have any forests / lakes of any note, though there are numerous streams which criss cross it.
The D'Shar steppe is more akin to Persia in climate and terrain, therefore more acrid though not an outright desert. | |

| Just so that we're all clear on the OOC definition of a Free City, this is the model I envisioned; http://en.wikipedia.org/wiki/Imperial_immediacyNote; this does not mean a lord is stripped of their titles, some Imperial Free Cities held lands outside of the city itself, it simply means that they have more authority over the creation and enforcement of their own laws, taxation and military exercise. The primary difference between an Imperial Free City and a Pendor Free City, is that the King of Pendor retains all rights to international affairs. Minting coins also remains a Royal prerogative. Now we should all be on the same page

| They were things that had to be known with the nature of Iskar's post. The Griffons had a preliminary determination that Redsword had committed no crimes. That's the kind of information the Council would have. | |

| I would think we need to clarify the legal code(s) of Pendor before another Free City could be made then. It's placing them directly under the authority of Mordred, and frees them of cultural/provincal laws. However as Iskar brought up earlier in the thread, the provincal governors don't create such laws in the first place, so it's like a Free City removes a middleman that didn't have any authority in the first place. | |
