I would add however that it is not the taxes which are cut, but rather the entry tariffs are now set by the local lord rather than the Crown. The city can collect money from sales (driven by the staple), and it is this way the city makes money. The Crown still charges a tax, but there is a larger pool of cash to pay this from. Also the City doesn't owe any taxes to other dukes or nobles (which if there are more than 1 city in a Duchy could be an issue). Additionally the city can choose to forego their levy in exchange for a cash sum of equal value during times the King calls his banners.

One thing we need to clear up; are Free Cities subjected to the Law of Halves, and other Royal decrees?

The law of halves applies to the duke's retinue and thus remains untouched by the mercantile freedom of such a city.

Personality; Stouthearted, stubborn and strong-willed. Believer in empires rather than small detached entities. Believes that rule should be elective, not hereditary.

Justus Dux - Lord of Ethos. Rumoured to be a member of the Radiant Cross. Very loyal to the Crown. Household Troop - Pendor Knights.
Personality; Patient and logical. Cares greatly for the common man, and tries to use his position to aid them.

Caliph Braman - Lord of Ishkomman, no known affiliations, unknown loyalty to the Crown. Household Troop - Adventurers.
Personality; Something of a mercenary, he is keen to increase his personal power and renown.

Cassian Dux - Lord of Janos. The first of the Empire lords to pledge to Mordred. Supporter of the Raven Spear as Patron of Janos University. Supporter of the Immortals. Loyal to the Crown. Household Troop - Raven Spear Knights and Immortals.
Personality; Believes in order over justice, and will support authority regardless of whether it is tyrannical or benevolent.

Gundar Doomseeker - Lord of Valonbray, Alderman of the Fierdsvain Provinces, Lord Chamberlain of the Noble Council, Father-in-law to King Mordred. Unquestioned loyalty to the Crown. Household Troop - Pendor Footknights.
Personality; Forward looking and pragmatic lord. He is one of the Merchant Princes, and is very keen to see the spread of commerce.

Duke Aelfwine - Lord of Marleons, very ambitious and powerful lord. Ignored the "Law of Halves" and maintains a full standing army. Very questionable loyalty to the Crown. Household Troop - Marleons Heavy Cavalry.
Personality; Proud lord, worried about the growing pressures on the nobility.

Caliph Hamid - Lord of Nal Tar, no known affiliations, unknown loyalty to the Crown. Household Troop - Scorpion Assasins.
Personality; Unknown, very secretive.

Duke Alexis - Lord of Ravenstern, close supporter of the Dragons, unknown loyalty to the Crown. Governor of the Ravenstern Provinces. Household Troop - Dragon Knights.
Personality; From one of the old families of Ravenstern, he is a pragmatic man who cares deeply for the region.

Count Stephen - Lord of Rane, fiercely proud of Ravenstern culture. Household Troop - Rangers of Rane
Personality; One of the "new" families, just beginning to rise through the ranks of power. More concerned about his personal power than where it is concentrated. Believes his rise is due to the natural traits of the people of Ravenstern, of which he is an exceptional example.

Duke Alaric - Lord of Senderfall, no known affiliations, unknown loyalty to the Crown. Household Troop - Kierguard Knights.
Personality; Ancient bloodline leading back generations as the lord of Senderfall, and very proud of this fact.

Duke Rafik - Lord of Torbah, personal friend to Mordred, Khan of the D'Shar provinces. Unquestioned loyalty to the Crown. Household Troop - Blademasters.
Personality; One of the "new" nobles, just beginning to rise through the ranks of power. More concerned about his personal power than where it is concentrated. He acknowledges the place that Mordred played in his rise, and will likely support any decision.

Earl Aedin Redsword - Lord of Javiksholm, Fervent supporter of the Dawn, unknown loyalty to the Crown. Household Troop - Knights of the Dawn.
Personality; Proud lord who considers that power is best preserved through zealous dedication to Astraea and the principles of justice.

Earl Sigimund Stonehand - Lord of Windholm, Lord Marshall of the Royal Pendor Army. Unquestioned loyalty to the Crown. Household Troop - Huscarls and Griffon Knights.
Personality; Very charismatic and gregarious lord who is easily able to inspire those around him either on the battlefield or at court. He is one of of the old Sarleon families who railed against the Vanskerrys being asked to settle and opposes the commercialisation of the Fierdsvain.

Duke Aldamar - Lord of Poinsbruk, head librarian to the Crown, very supportive of the Raven Spear, loyal to the Crown. Household Troop - Raven Spear Knights.
Personality; Intellectual heavy weight, his advanced learning has made him very cynical of power and those who strive for it particularly having seen the excesses of Boris the Raven first hand, and he holds himself responsible for that.

Duke Brennus - Lord of Avendor. Resisted the Kings Rule for the longest, last Lord to fall to the crown. Very supportive of the Dawn, suspected mistrust of the Crown. Household Troop - Sarleon Knights.
Personality; Ancient bloodline leading back generations. His family survived the purges launched by King Ulrich, and can be traced all the way back to old Pendor.

Duke Alamar - Lord of Laria. The Marcher Lord, Lord Marshall of the local militia forces, loyal to the Crown. Household Troop - Larian Outrider
Personality; Martial lord, he is one of the bravest and most respected lords of the realm, though he questions his own continued role in the new regime now that his region is secure.

As Saeros pointed out to me, only half of the grandmasters actually take part in the meeting and it might therefore slow down things considerably if the order members have to check back with their gm each time they need to pass a vote. In order to speed things up the highest ranking members will be entitled to determine the vote of their order. After all, if the grandmasters did choose not to attend it is their fault...

Now, let's get this vote on the free city done so we can move on to more interesting discussions.

In light of the new layout for the Free City (no longer damaging the respective lord, only economic enhancment), we need the votes of the Griffons (Kamos), the Dragons (Mordred), the Gauntlet (Tubby), the Eventide (Celdiur/Varys? - you guys need a 2nd-in-command), the Dawn (Aranor) and the Legion (Marcus).

Please cast these votes soon so we can go on. I think a deadline of 24 hours is reasonable, since then everyone's timezone will be sufficiently covered. After that your order will be considered to not be interested in the matter and to have abstained from voting.

Yeah, I know some votes have already been cast, but they were based on the old conception that the duke would be removed from power, if a city was granted the status of Free City. Since we now work on new premises with what Sir Oswald has told IC, I wanted to give everyone the opportunity to revise their vote.

I think that "elective" is meant more like the electors chose the holy roman emperor, not like letting the peasantry actually elect anyone.

Their claimant stories are the same IIRC.

There was to be an election, and the starting-ruler rushes to the sacred location with a sword and says that an armed band/raiders/whatever are coming, and won't defend the assembly unless elected. The claimant is displeased and assumes he would have won instead.

Saeros Security Systems Basic (TM) doesn't cover magical or semi-magical threats. It also doesn't cover natural disasters or riot damage. The king can upgrade the current insurance for a mere sum of 500,000 RP, paid 2/3 in gold, 1/3 in wheat.
